The ruling Justice and Development AK party has simply not been absorbed into the Turkish political and economic establishment. Nor have Western-oriented elites embraced its policy of infusing religion into the fabric of the Turkish Republic. Now the country is locked in a low-key but fierce power struggle, with the constitutional court deciding over the legality of the AK party itself and army circles facing accusations of planning a military coup against the government. The key question from the EUs perspective is what sort of Turkey Europe will face in the future. As long as it is unclear who will actually govern in Ankara, the EU should not open any more negotiating chapters, especially since neither AK party leaders nor secular elites have ever fully accepted all the demands of EU membership, particulary recognising Cyprus.
